IV. - Technical Rules

  1.  
    1. KARTS:

      1. Chassis

        1. FLAT KARTS:

          1. FRAME: Kart must be a manufactured racing kart. No ‘yard karts’ or homemade karts.

          2. SUSPENSION: No moving suspensions. All wheels must be rigidly mounted. No chassis components may be adjustable from drivers seat, with the exception of the right front spindle. Adjuster must be constructed in a safe manner with no pointed or sharp edges. May not extend more that 3” above top edge of body. Though adjustable, it must remain rigid (no suspension).

          3. BODY: All cars must have a kart racing type body, consisting of a nose and two side panels. No cars will be allowed on the track without all body parts intact and adequately fastened.

          4. REAR BUMPER: Must have rear bumper. Loop style or WKA Legal frame width rear bumper is acceptable.

          5. CHAIN GUARD: Must have chain guard which covers clutch and chain. Must extend a minimum of 1” beyond rear edge of engine block.

          6. MUFFLERS: All cars must have a muffler at all times. May not extend beyond rear bumper.

          7. WEIGHTS: All added weights must be painted white with car number clearly marked on it. Weights must be securely fastened with locknuts, or must be drilled and secured with a cotter key. For specific divisions minimum weights, see division chart.

          8. AGE LIMITS: See division chart

          9. ENGINES/RESTRICTORS: See division chart/Engine Rules

          10. TIRES: Must be Burris Dirt Slicks. Any series or compound is acceptable. NO grooving or siping. Grooves from rubbing nerf bars, etc., or tires that were previously siped but have been worn to the point the sipes are barely evident will be allowed at the tech inspectors discretion. IT IS HIGHLY RECOMMENDED IF YOU HAVE SUCH A TIRE THAT YOU GET APPROVAL BEFORE RUNNING IT!

          11. REQUIRED SAFETY EQUIPMENT:

            1. Helmet - Full-face helmets designed for competitive motorsports use, that comply with Snell Foundation specifications M95, SA95, K98, M2000,SA2000, SFI-31.2 or SFI-41.2 are mandatory. SA rated helmets recommended for caged karts. Helmets must be secured with a strap. A full face shield, integral with the helmet, is mandatory.

            2. Gloves – Gloves must be worn. Racing type highly recommended.

            3. Long pants and long sleeve shirt, of a strong material such as to help avoid abrasions (denim, corduroy, etc.) NO SWEATPANTS! Racing suit or karting suit highly recommended.

            4. Shoes with ankle support must be worn. Racing shoes highly recommended.

            5. Neck collar/brace.

        1. CAGED KARTS:

          1. All flat kart rules will apply with the following additions/exceptions:

            1. Karts must have a four point cage. Cage should be at least 3” above the top of the driver’s helmet when strapped in car. Main cage must be constructed of tubing with a minimum outside diameter of 1”. Cage may be clamped to frame for easy removal, and should fasten to frame just ahead of rear bumper and just behind front axle. Cage MUST be clamped in front. May be clamped or use tubing slid over frame on rear. NO HEIMS may be used for mounting. Hoops must be connected front and rear. A support bar should be run along left side of cage, no more than 4” above the body side panels. This bar should be a minimum of ¾” in diameter, and may have a ‘slip joint’, at least 3” long, on one end to allow chassis flex. Another support bar should be run across rear of cage, approximately shoulder height. This bar should be a minimum of ¾” in diameter, and should be no more than 8” from rear of seat. Shoulder straps should mount here. All tubing must have a minimum wall thickness of .065”. All corners must be bent. No 90 degree cut-and-welded corners. Cage must be constructed of D.O.M. type steel minimum. NO CONDUIT! A headrest within a reasonable distance of the drivers helmet is is highly recommended. If you are unsure of how the cage should be constructed, I will be happy to e-mail you photos as an example.

            2. A racing approved 4 point harness must be used. Webbing must be a minimum of 1 7/8” wide.

            3. Arm restraints mandatory.

            4. CHAMP KARTS: Will be permitted to run with the caged karts, provided they meet all weight, engine, and tire requirements. We HIGHLY RECOMMEND, though not mandatory, retro-fitting a kart type nose and loop style rear bumper onto the chassis.

            5. YOUTH KART DIVISIONS: MUST run a loop style rear bumper (except Champ Karts).

        1. Briggs Stock Flathead

          1. All flathead divisions will follow 2008 WKA 5hp Stock Briggs rules. WVMP tech officials interpretation of those rules is final and NON-NEGOTIABLE.

          2. Drum or disc type clutches only. Must be a dry type clutch. Must be chain drive, no shaft drive.

          3. FUEL – Must run METHANOL. NO additives! If there is not enough fuel left in the car to test, YOU FAIL!

        2. Briggs Stock Animal

          1. All animal divisions will follow 2008 WKA Stock Briggs Animal rules. WVMP tech officials interpretation of those rules is final and NON-NEGOTIABLE.

          2. Drum or disc type clutches only. Must be a dry type clutch. Must be chain drive, no shaft drive.

          3. FUEL – Must run METHANOL. NO additives! If there is not enough fuel left in the car to test, YOU FAIL!

        1. Sportsman (OHV Blue)

          1. The engine used in the sportsman divisions is a Chinese manufactured Jaing Dong Engine (Often referred to as a Honda “Clone” or an OHV Blue engine). It is a 6.5 Hp Overhead Valve engine most commonly found at Harbor Freight under the Central Machinery brand name. Racers may purchase this engine from any source they choose. They are available locally thru MEI Smallcar (www.meicompanies.com). Pulse Racing in Indiana is providing the engines to MEI, along with the necessary accessories. Pulse has been working with this engine for nearly two years, and has identified the problem areas. They are sharing this knowledge with us to help avoid a costly learning curve for the racers. Pulse is also the official WVMP Sportsman Division Point Fund Sponsor. We strongly urge our racers to support those who are supporting these divisions. The prices are very reasonable and most of the “prep work” is already done (removal of governor, air filter assembly, plastic shrouds, etc.) See the MEI or WVMP websites for engine and accessory pricing. Pulse/MEI will be awarding a new base engine to each of the three sportsman division champions. Some Pulse Racing supplied accessories are MANDATORY. This is to ensure equality among the competitors. Pay attention when reading these rules, those items will be clearly marked.

          2. The sportsman divisions are meant as an entry level, low budget form of racing. They are not meant to replace the existing WKA/Briggs classes, but rather to offer beginners or those with very limited budgets an opportunity to compete. For this reason, VERY strict guidelines have been set, along with VERY strict penalties for non-compliance.

          3. The engine must be run as it comes out of the box unless otherwise noted in these rules. If something is not covered, ASK FIRST.

          4. GOVERNOR: MUST be removed.

          5. MUST remove plastic shrouding.

          6. MAY unhook and/or remove on-off switch.

          7. MUST disconnect low oil shutdown sensor. Sensor may be left in block as a plug.

          8. FUEL TANK:

            1. MAY remove engine mounted fuel tank and run remote tank mounted on floor pan under steering column. Fuel pump may be run for this purpose. Side cover may be drilled for crankcase pulse for pump, but it is not recommended as oil migration may become a problem. Pulse Racing has designed a carb spacer with a port for this purpose, and should be available mid-January.

            2. If running stock engine mounted tank, fuel cap MUST be taped on to prevent vibrating off. Tank equipped with a fuel guage MUST have a minimum of two layers of racer tape over it to prevent spillage in the event that the guage glass is broken.

          9. EXHAUST: MUST run Pulse Racing 5/8” MUFFLED header (available through MEI Smallcar). Header may not be shortened or altered, but may be bent as needed to fit your chassis/cage. Wrapping of header with heat tape is HIGHLY RECOMMENDED.

          10. CLUTCH: MUST run a 14 tooth drum type clutch. May mount inboard (recommended) or outboard. MUST be run as purchased (no removal or machining of parts). Springs may be changed to adjust engagement RPM. Drum may be cleaned/scuffed for proper operation. NO DRILLING or MACHINING FOR LIGHTENING PURPOSES.

          11. AIR FILTER: MUST run Pulse Racing 2 7/16” air filter adapter (available through MEI Smallcar). MUST run aftermarket K & N type reusable filter – NO STOCK PAPER TYPE FILTERS.

          12. FUEL: Must run pump gas only. No methanol. No additives. No racing gas.

          13. MOUNTING: This engine will bolt up to a standard Briggs mount. Pulse Racing HIGHLY RECOMMENDS a 15 deg. mount.

          14. CHAIN GUARD: MUST run guard. A standard flathead chain guard will work on this engine.

          15. THROTTLE LINKAGE: We highly recommend the use of 2 small throttle return springs on the carb to prevent a stuck throttle situation.

          16. STARTER: Factory pull start must remain intact and operational.

          17. ENGINE OIL: Should run one day on conventional oil for break-in. After that, medium or heavy weight kart engine oil HIGHLY RECOMMENDED. 16 oz. Capacity. Should be changed at the end of each race day MINIMUM. With proper maintainence, these engines have proven to be durable for at least 1-2 seasons.

          18. SPARK PLUG: To prevent people from running higher heat range plugs to try to increase power (and possibly, melting down engines), three different spark plugs will be allowed. They are all the same heat range, just different brands. Gap is non-tech (.030” recommended). Permitted plugs are:

            1. LG - #F6TC (OEM)

            2. AUTOLITE - #63

            3. CHAMPION - #332

          19. TIMING – Key MUST be run, and it must be straight up. NO OFFSET KEYS!

          20. All components MUST be run as manufactured. You MAY NOT modify or replace any parts! If you break a part, it may be replaced WITH A JAING DONG REPLACEMENT. NO USING HONDA OR OTHER MANUFACTURER'S PARTS!. These engines are to be considered “Disposeable” and will have to be replaced if there is a catastrophic failure or when worn out. NO BORING! MEI Smallcar is offering a $25 core discount for any complete engine turned in when purchasing a new one from MEI.

          21. TAMPERING: Anyone running an engine that has been tampered with in any manner that is an attempt to gain an advantage will be suspended from the sportsman divisions FOR THE REST OF THE SEASON! This suspension will be for a minimum of 5 races. If there are less than 5 races left in the season, the remaining suspension will be assessed at the beginning of the following season. This is meant to be a fun, affordable form of racing and IT WILL BE KEPT THAT WAY!!!

          22. GEAR RULE: There will also be a gear rule for the axle gear. These engines should not be run over 5700 rpm. We will be doing some testing on practice day to determine a 'range' of gears. We will target a gear that hits a peak of 5500 rpm. We will allow a range of 5 gears for the axle (the target gear, and the two gears higher and lower). This will allow a little flexibility for different handling/track conditions/weights, but will prevent some from getting carried away with RPM simply because they can afford to replace their engine often. It will also keep racers from having to carry a large assortment of gears. If changes to this rule are needed, it will be announced at least one week in advance so teams have the opportunity to obtain any new gears allowed.

    1. Sportsman Divisions

      1. All three sportsman divisions will run under Caged Kart rules

      2. Sportsman divisions will have a $225 Engine Claimer

        1. Engine may only be claimed by an owner or driver in the same division.

        2. Racer must submit claim in writing with $225 cash to tech official PRIOR to the start of the feature. Claim will be kept confidential until the race is over. Claimee will be notified at the scales and the engine will be removed at the tech area. Anyone refusing a claim will be assumed illegal and will be suspended as such. Intentionally damaging an engine that has been claimed during removal will result in suspension.

        3. Claims are FINAL! If that engine scatters during the race, if the racer does not finish, or whatever, YOU OWN IT! Once you submit the claim and the tech official has the money in hand, the ONLY way you will get your money back is if the claimee refuses the claim or if it is PROVEN that the claimee intentionally harmed the engine after being informed of the claim..

        4. Teams may only claim 1 engine per day, 2 per season.

        5. WVMP officials reserve the right to claim any engine at any time. This is in the event that an exceptional engine shows up that just seems to run better than the rest. It will be claimed and returned to Pulse Racing for disassembly to verify that, a) it indeed has not been tampered with in any way, and b) to gain information regarding what tolerances these engines are coming through with.

        6. Claimed engine will include the base engine as purchased from MEI Smallcar, as it was raced that day. It will NOT include:

          1. Remote fuel tank, lines, pump, pulse manifold (if you run these, you must provide the factory tank to the claimer within one week).

          2. Air filter or adapter.

          3. Clutch or Chain Guard

          4. Motor Mount

          5. Throttle linkage

          6. Header

          7. Breather hose setup (valve cover and grommet/boot stay on engine)

      3. WVMP may have to amend these rules as we get these divisions started. Safety and cost will remain a priority.

      1. Slingshot rules will follow the 2008 Slingshot by Tobias Rule Book with the following exceptions:

        1. Older body styles may still be run (except Tour events)

        2. See division chart for ages.

    1. 600cc Microsprints

 

1. All cars should be constructed to look like microsprints. All cars must be equipped with complete body panels (hood, tail, side panels, belly pan, etc.)

2. Driver must wear the following safety equipment:

a. Helmet: Full-face helmets designed for competitive motorsports use, that comply with Snell-95 or newer. SA rated helmets recommended for caged karts. Helmets must be secured with a strap. A full face shield, integral with the helmet, is mandatory.

b. Nomex gloves must be worn.

c. Minimum double layer Nomex or equivalent racing suit HIGHLY RECOMMENDED! If using a single layer Nomex racing suit, we suggest using Nomex underwear as well. NO PROBAN SUITS! Nomex socks and head sock highly recommended.

d. Shoes with ankle support. Racing shoes highly recommended.

e. Neck collar, hutchens device, or HANS device must be worn.

f. Arm restraints mandatory.

3. Roll cages must be of a 6 point design. Main cage must be 1.25” tubing (.065” wall if using chrome moly, .120” wall if using mild steel). All bends must be made of a 3” minimum radius (no square or pointed corners allowed).

4. Kill Switch – MANDATORY, must be within reach of driver. Preferred location is on the right side of dash. Should be visible to safety crews and clearly labeled.

5. Belly pan must extend from the front of the seat to the nose of the car.

6. Must be equipped with fuel cell or tail tank. Bladder highly recommended. Must be fully protected and securely mounted. Must be separate from the drivers compartment. No pressurized fuel systems.

7. All steering and suspension parts that are bolted together must use locking nuts, safety wire, or cotter pins.

8. All cars must be equipped with nerf bars extending to at least the inside edge of the front tire and middle of the rear tire. May not extend beyond the outside of the tread width of any tire. Minimum diameter ¾” O.D., .065” wall mild steel. No sharp or pointed edges.

9. Bumpers – Must be present front and rear. Must be securely attached and suitable for towing. Width may not extend past outside of main frame rail

10. Must be chain drive. No centrifugal clutches or belt drives. No shaft drive.

11. 5 point racing harness mandatory, minimum width of 2 ½”. May not be more than 5 years old as of first race of the season.

12. With driver seated in car, the driver’s helmet may not be higher than the bottom of the upper roll bar.

13. Car must be self-starting from the cockpit. Clutch is mandatory. Car must take off under it’s own power.

14. Brakes must be of hydraulic type and sufficient strength as to stop the wheels in the pits or stop the car while in motion on the track. Must have brakes on the rear axle. Front wheel brakes optional.

15. Car must be equipped with a fuel shutoff valve and kill switch. Both must be functional, within reach of the driver, and clearly marked.

16. Throttle must be foot operated. Return strap highly recommended.

  1. NO electronic traction control devices permitted.

  2. Radiators/oil coolers should be mounted in a manner that makes it highly unlikely that it will be contacted by another car. May NOT be mounted in drivers compartment.

  3. No sail panels allowed on any part of car, including sidebars. “A” panels may not protrude more than 2 inches behind rear down tubes.

  4. Sides of chassis must have panels installed. Must have sprint type tail tank. Must run sprint or modified style hood.

  5. Screen over windshield area highly recommended.

  6. Suspension on all 4 wheels. May be of coil over, torsion bar, or leaf spring design.

23. Steering mechanism must be constructed of a minimum of 5/8” rod and 3/8” heims. Steering wheel hub must be of quick release or pin style.

24. All radius tubes should be a minimum of 9/16” diameter with a wall thickness of .120”.

25. Wheelbase - 50” minimum, 72” maximum.

26. Overall width - Shall remain between 58”-65” sidewall to sidewall.

  1. All wheels must be race approved, 10 inch diameter only. Steel, aluminum, or carbon fiber wheels are acceptable. Beadlocks recommended.

  2. One piece live rear axle only. No quickchange or differential type rear ends. No accessories (hubs, sprocket, etc.) may be welded to the axle. Nut or snap ring must be present at end of axle to prevent wheels from coming off.

  1. A firewall must separate driver from engine compartment.

  2. All bolts should be grade 5 minimum and should use locknuts, lock washers, or be safety wired or cotter keyed.

  3. Sprint car type window net RECOMMENDED on left side of the cage.

  4. Torque arm must be secured by a minimum ¼” cable or chain, or other reasonable safety device.

  5. All cars must have a top wing at all times. Must be securely fastened. If damaged during race, car may continue provided it is still reasonable secure. NO CARS WILL RUN WITHOUT TOP WING!

  6. Top wing may not exceed 16 sq. ft., 48” long x 48” wide maximum. Side panels must not obstruct the view of the driver. 22” tall, 56” long right side board maximum (may taper down at front). 28” tall x 56” long left side board maximum. Wing sliders permitted.

  7. Nose wings allowed. Maximum size 28” x 18”. Must not mount forward of front bumper.

  8. Wet cell battery mounted in the cockpit must be covered and vented.

  9. All added weights must be painted white with car number clearly marked on it. Weights must be securely fastened with locknuts, or must be drilled and secured with a cotter key.

  10. Engine Rules: WVMP will be running under the 600cc Micro Sprint Universal Engine Rules as follows:


1. Terms and conditions
• Internal Stock parts – must use original manufacturer parts for the particular year and make engine except where noted. No mixing of parts from different year and make engines, even if made by the same manufacturer. Nonstock external bolt on parts may be used (example: billet oil pan, starter, water pump cover, oil cooler, pipes, etc.)
2. Overall Engine
• Must be a Production Motorcycle Engine, 4 cylinder, 4 stroke
• No current year engines
• No Titanium anywhere in or on the engine, unless it comes stock form manufacturer of engine on the production bike
• Must have engine, clutch, and transmission all in one unit
• Must be Chain Drive

3. Bore and stroke
• 600cc Maximum for engine model that was new in 2006 and up. Other engines are 637cc maximum. Engine model is defined as a manufacturer redesign of overall engine. See list at end of rules.
• Standard Stroke only (no strokers)

4. Head and cams
• NO PORTING, Blending the Bowls, or Blending the Valve Seats (exhaust or intake) Valve jobs are acceptable.
• Cams do not need to be stock, but the lift must be no greater than stock. (duration is open)
• Cam timing may be adjustable
• May use any valves, but they may be no larger than stock valves.
• Head may be resurfaced
• Any head gasket may be used

5. Pistons
• Any Piston may be used, must be within cc limit specified under bore and stroke

6. Bottom End
• No machining to remove weight from the crank (no after-market cranks) (no lightweight cranks)
• Stock connecting rods must be used (no after-market rods)
• Aftermarket rod bolts may be used

7. Clutch/Transmission
• The clutch does not need to remain stock, but must remain operable
• Transmission gears must be stock, no close-ratio gears or nonstandard gear-ratios
• All gears must remain in transmission, no removing any gears.

8. Ignition
• Stock Rev Limiter must remain intact. No hot ECU boxes, no modified ECU boxes. Factory race boxes are ok, but must have the rev limit set to the street bike stock rev limit. If a computer is hooked up to check the ECU it must be set to factory stock specifications, no tolerance. See list at end of rules for RPM limits.
• All cars must have the PA standard connector for the track to check engine rpm rev limit. These are available from the chassis manufactures and engine builders, and at the track. All cars must leave intact the rpm wire coming from the ECU.
• Stock appearing ignition must be used (no after-market ignition systems, factory race ignitions are ok) may use different year ignitions from same manufacturer as long as stock rev limit of engine (not ignition) is retained.
• No aftermarket coils
• Engines that came with stock fuel injection may use an after-market add ons (example: Power Commander, Dim Sport) to adjust the fuel curve and/or timing (essentially the same as adjusting jetting and using an ignition advancer).
• Ignition advancers may be used

9. Induction system
• No mechanically forced induction (turbo charging, supercharging)
• Any carburetors may be used on any engine, regardless of year of engine.
• If the engine did not come from the factory with fuel injection, fuel injection may not be used.
• If the engine came with factory fuel injection, the fuel injection may be used and may be converted for use with alcohol. The stock fuel injection throttle bodies must remain, but may be modified for use with alcohol. Any number of injectors may be used regardless of stock number of injectors.

10. Exhaust
• Any exhaust may be used, as long as there is a muffler included with the system that will keep noise levels within individual track limits.

11. Charging system
• The stock original factory charging system may not be removed, and must remain in complete working order. No factory racing charging systems.

12. Self Starting
• The engine must self-start at the beginning of the event. If it does not self-start, the car may be pushed off and must start at the rear of the event as the penalty.


13. Fuel
• Alcohol or gasoline may be used (if gasoline is used, a fuel tank bladder must be installed for safety purposes)
• Fuel Bladders will be mandatory in all cars starting in the 2009 racing season

14. Minimum weight
• Minimum weight at all times is 775 pounds, car and driver. If weight is added it must be firmly bolted in place.

3. Roll cages must be constructed of 4130 chrome moly tubing. Minimum diameter 1 ¼” OD, .065” wall thickness OR 1” OD .083” wall thickness.

4. Belly pan must extend from the front of the seat to the nose of the car.

5. All steering and suspension parts that are bolted together must use locking nuts, safety wire, or cotter pins.

6. All cars must be equipped with nerf bars extending to at least the inside edge of the front tire and middle of the rear tire. May not extend beyond the outside of the tread width of any tire.

7. No centrifugal clutches or belt drives.

8. 4 point racing harness mandatory, minimum width of 2 ½”. May not be more than 5 years old as of first race of the season.

9. With driver seated in car, there must be a minimum of 3” of clearance between the driver’s helmet and the upper roll bar.

10. Brakes must be of sufficient strength as to stop the wheels in the pits or stop the car while in motion on the track.

11. Car must be equipped with a fuel shutoff valve and kill switch. Both must be functional, within reach of the driver, and clearly marked.

12. Sharp pointed objects will not be tolerated.

13. Radiators should be mounted in a manner that makes it highly unlikely that it will be contacted by another car.

14. Steering mechanism must be constructed of a minimum of 5/8” rod and 3/8” heims.

15. Cars must have front and rear bumpers. Rear bumper must be suitable for push start. Track not responsible for car damage due to push start.

18. All wheels must be race approved, 8 or 10 inch diameter only.

19. Engine Specs: Any single cylinder 250cc full production engine. Maximum of 271cc permitted. No forced air induction. Any height compression head is legal. Gas or alcohol only! No additives other than top end lube.

20. Sprint car type window net RECOMMENDED on left side of the cage.

21. Torque arm must be secured by a minimum ¼” cable or chain, or other reasonable safety device.

23. All cars must have a top wing at all times. Must be securely fastened. If damaged during race, car may continue provided it is still reasonable secure. NO CARS WILL RUN WITHOUT TOP WING!

24. Top wing may not exceed 12 sq. ft. Side panels must not obstruct the view of the driver and cannot extend past the center section by more than 10 inches, front or back. 24” x 54” side panel maximum.

25. QUIET PIPES ARE REQUESTED IF YOU HAVE ONE! If noise becomes an issue with the township, they will become MANDATORY!
